Arlene Wohlgemuth, Founder & President

Arlene Wohlgemuth founded Three Point Strategies, LLC following ten years of distinguished service as State Representative for District 58.   Recognized as a leader in the Texas House, she was twice named as one of the Ten Best Legislators by Texas Monthly and was likewise recognized by Gallery Watch and Lone Star Report.  During the 78th Legislature, she served as Chairman of Appropriations Article II Subcommittee (Health and Human Services), Vice-Chairman of Calendars, Chairman of Budget and Oversight for Human Services, and member of the Select Committee for Health Care Expenditures.  Ms. Wohlgemuth authored HB 2292, the sweeping reform of Health and Human Services which improved service delivery for recipients and will save taxpayers more than $4B during its first five years.  The reform included consolidating twelve HHS agencies into five and is the largest government reform bill ever passed in the state.  The bill also created more opportunities for privatization than any previous legislation in Texas. The creation of the Office of Inspector General by HB 2292 and the additional authority and funding given to the Office of the Attorney General led to Texas being recognized for fraud prevention/prosecution and given the nation’s top fraud-fighting award in September 2005 by the U.S. Department of Health and Human Services.

During previous legislative sessions, Mrs. Wohlgemuth served on the Public Health Committee, County Affairs Committee, Urban Affairs Committee, and Higher Education Committee.
